In July 2011, Norway experienced its deadliest mass shooting when a far-right extremist carried out a coordinated attack. The incident began with a car bombing near government buildings in Oslo, followed by a shooting at a youth political camp on the island of Utøya. A total of 77 people, most of them teenagers, were killed. The attacker acted alone but was driven by extremist ideology. Norwegian authorities arrested him the same day. The attacks deeply shocked a country known for low crime rates and strict gun regulations. In response, Norway focused on strengthening counter-extremism strategies, emergency preparedness, and public dialogue on radicalization. The event remains one of the most severe acts of mass violence committed by an individual in Europe.
