Expansion of Education Under Muammar Gaddafi

Under Muammar Gaddafi, Libya saw a major expansion in access to education as part of broader social welfare reforms. The government made education free at all levels, including primary, secondary, and university education, significantly reducing barriers for ordinary citizens. Literacy rates improved substantially during his rule, rising from low levels in the 1960s to much higher rates in later decades. The state also invested in building schools, universities, and training institutions across the country, including in rural areas that previously had limited access to education. In addition, Libyan students were given opportunities to study abroad through government-funded scholarships, helping to develop skilled professionals in fields such as engineering, medicine, and science. These policies played a key role in improving human capital and raising overall education standards in Libya.
